Introduction: Rural management and how it is done in Iran has a history of several centuries. On the one hand, the examination of this history contains significant points in the methods of village administration, and on the other hand, it is influenced by past experiences, and many problems are observed in the process of doing it.

The purpose of the research: The present study under the title of analyzing the problems of local management in the villages of the nomadic territory of Razvanshahr city in the last two decades in 2018 identifies the existing problems of local management (villagers) in the villages of the nomadic territory of Razvanshahr city in the last two decades.

Research methodology: The type of applied research and its method is a survey, the field information of which was collected through a questionnaire for members of the Islamic Council, villagers and people. The statistical population of the research includes 3 groups of heads and members of the Islamic Council, villagers and people, which includes 196, 75 and 380 people respectively.

The geographical scope of the research: it has been investigated in the territory of the nomads of the surrounding villages of Razvanshahr city.

Findings and discussion: Local administrators in the villages of the nomadic territory of Razvanshahr city have many problems in various environmental, administrative-organizational, legal, civil and social-cultural dimensions.

Results: Razvanshahr city, in different dimensions, witnesses problems in rural management, which in order of importance are: ecological-environmental, administrative-organizational, legal, civil and social-cultural factors. In this regard, suggestions such as protecting the environment in the construction works, creating integrated and unified management, making changes in the sectoral activities in organizations in the direction of integration, examining the obstacles related to the participation of villagers and practical solutions to solve the problem, training, Those involved in development at three levels: general, non-specialized and specialized, building trust and increasing the social confidence of villagers, paying attention to public participation and creating innovation in management, reviewing and analyzing the current structure of village management, giving credit to the village assistance institution and increasing people's trust in They and... have been presented.
