Abstract
Introduction: Local administration as a policy-making institution and implementation of village programs and projects plays an important role in the development of local communities through the reduction of economic and social inequalities. In the development of the rural community, local managers have faced physical-environmental, economic and socio-cultural problems and challenges, so that the process of sustainable rural development has slowed down and disrupted in many cases.

Purpose of the Research: The aim of the research is to determine the economic challenges of local administrators (villagers and Islamic councils) in the development process of the rural community located in the nomadic territory of Shaft County.

Methodology: current research is applied in terms of its purpose and descriptive-analytical in terms of the method of doing the work. The required information has been obtained through documentary sources and field studies. The statistical population of this research is the local managers of 94 inhabited villages in Shaft city, who were asked to complete the questionnaire using the full enumeration method and the interview method, and the information obtained through statistical methods (factor analysis) and using 20 variables were analyzed. is placed.

Geographical Area of Research: The geographical scope of the present study is the villages of the nomadic territory of Shaft County.

Results and Discussion: The findings of the research showed not allocating enough funds for village affairs with an average of 3.09, not allocating credits on time for the village with an average of 3.03, low salaries of local managers with an average of 2.93 and non-payment of dues by villagers. With an average of 2.72, the most important are the existence and expansion of second homes (villa building) with an average of 2.19, lack of investment in the tourism industry with an average of 2.26, lack of ability in budgeting and budgeting by local managers and lack of financial support. and administration of local managers with an average of 2.34, has been the least important component among economic challenges.

Conclusion: The results of the factor analysis of the most important economic challenges of local administrators in Shaft include income, economic inadequacies, employment and budget, and the income challenge with a factor loading of 0.856 has the greatest impact on the rural development process. Taking advantage of the power of informed and literate people in the village administration, planning of rural managers in order to optimally use the available resources of the village, absorption of government and private credits by rural managers, creating sufficient income for village helpers to advance future development programs, including practical solutions to reduce The challenges of the local managers of the villages of Shaft County.
