Abstract
Introduction: Today, all institutions and organizations that are involved in the administration of cities in the territory of nomads and are assigned tasks in this way are also involved in the affairs of informal settlements and in this regard, a series of policies and laws and regulations such as regeneration are trying to improve the condition of these settlements. The purpose of this research is to identifying the effective factors in the lack of development of physical regeneration with an emphasis on urban management in the territory of the nomads of Zahedan.

Methodology: This research, in terms of its purpose, is a part of applied research and according to its method and nature, it is a combination of methods (quantitative and qualitative) and has an analytical-descriptive nature. Methods (Grounded Theory and DEMATEL) were used to analyze the data. The statistical population of this research includes managers and specialists, based on targeted sampling, 26 people were selected as the sample population.

Geographical area of research: This research has been investigated in the nomadic territory of Zahedan county.

Results and discussion: In order to identify the effective factors in the lack of development of physical regeneration with an emphasis on urban management in the territory of the nomads of Zahedan county, using the contextual theory method in three areas: causal conditions, 4 categories (lack of awareness and knowledge of residents about physical development with an emphasis on regeneration , lack of trust and participation between the people and officials, the instability of the reconstruction budget and the unfavorable economic situation of the residents). Contextual conditions, 4 categories (development of informal settlements without regard to the document of land use, legal and legal factors, focused development approach in regeneration projects, lack of comprehensive planning in regeneration projects) and the intervening conditions, 5 categories (lack of cohesion and necessary cooperation between organizations during project implementation, use of non-specialist and expert forces in the field of regeneration, unfavorable urban governance, lack of supervision and control over unprincipled constructions, lack of division of responsibilities among organizations ), Were identified. Also, the results of DEMATEL model determined that in causal conditions, the category of lack of trust and participation between people and officials, in contextual conditions, the category of focused development approach in regeneration projects, and finally, in the intervening conditions, the category of lack of necessary cohesion and cooperation between organizations during The implementation of the project has had the greatest impact on the lack of development of physical regeneration.

Conclusion: The correct implementation of physical regeneration in the study area requires a coherent and systematic management, which seems that the management systems are ineffective in this field. Therefore, the necessity of attention and emphasis on public participation, focused development in regeneration projects, and necessary coherence and cooperation between relevant organizations is well understood.
